She’s a workable support for Arts and Buster in general and enables some unique and situationally important things. She’s a ridiculously good farmer. Charlemagne has better damage in CQs and can protect an ally in a fight, while Majin Saber is a better farmer, has better cards, removes defensive buffs, and is generally easier to use. Unfortunately, she has cooldown issues on her most important skill, and her kit is just “fine” outside of her battery access. Billy’s attack is quite low for a 3* Archer, and his HP isn’t really high enough to make up for it. Billy’s hit-counts are also pretty low for a Quick servant, and he’ll have trouble making an appreciable number of stars. His Arts NP gain is fairly standard for his deck, but he suffers from weak Quicks.In Conclusion: There’s really no reason to pull for this guy from a gameplay standpoint, and he pretty much never shows up on a banner anyway. He’s totally obsoleted by higher-rarity servants and existing low-rarity servants do his job more-or-less equally well. He’s among the most forgettable servants in the game.In a better kit it could be very good. A 3-turn 30% buff on a 5-turn CD is standard, and this one scales up to 70% at max on turn 3. It is, in a sense, a 50% 3-turn buff on average, which should be strong. Unfortunately, it doesn’t work well with Nobu’s kit.
