It was hard to tell exactly which one it was (I think fuse #9), but I am sure you can cross reference it with a fuse box diagram to find out.

At a minimum, the ABS must 'know' what speed all the wheels are and has the ability to control the braking wheel by wheel. When you selected to go back to 2H either the actuator did no fully move, or the sensor did not see the movement and the computer is telling you it did not see the change.
