Atm, there are two ways to get it though; - If you are a legacy account holder, you would have received one in the mail last week. - Buy 30days of game time. I would think that the potions will be added to a real-life money shop, but no idea when that would happen.
If you'd already completed ARR before the vet rewards were revamped, that fantasia was not given retroactively. HW did not give you a phial unless you got the collector's edition. Depending on when one played, whether or not they carried over from 1.0, and when one finished 2.0, players could receive up to five phials of fantasia before Stormblood.
You do get one free Fantasia in FF14. If you start at A Realm Reborn and play all the way to the credits at the end of ARR, you get one free Fantasia.
