Going into task manager, details tab, running handbrake and then selecting the handbrake worker, and setting the priority to high solved the issue. It fully loaded all cores. It is set by handbrake to default to "below normal", so the computer is still usable while encoding.

Both systems have 64GB DDR4 Ram and are using M.2 NVME PCIE 4.0, that being said when lowering the ram settings it all falls on your GPU and the rest may not matter as much when encoding or decoding at least my testing has proven this.
