Yes. In fact, they claim to have 'buffed' the exotic drop rate last season. And while large scale data seems to support that fact, it's still all RNG. It's a bell curve. To my understanding the drop rate of exotics is supposed to be 25% for Legend and 30% for Master Lost Sectors. I've done most of them on Legend but I did do several hours of Master for a few of them and I'd say my rate feels like 33-40% overall. Bray.tech is saying that Nothing Manacles have a 31% chance to drop as the exotic item.Meaning it is fully subject to the same RNG drop rates that all the other pre-existing exotics are. The only good part is that there is a really high chance you will receive new gear. I feel like the drop rate is super buffed for the lost sector exclusive gear. I got most of them within 2 run each. They should maybe remove the timer or revive limit though just for the more casual players.

And even with 30-40% drop chance it is still very possible to go streaks without a drop. Flip a coin 20 times it's definitely possible to get 20 tails, although very unlikely. But consider this is across thousands and thousands of people running dozens of lost sectors, there are bound to be cases of a bad luck streak like that.

Personally, I think Legend’s exotic drop rate is ok. Guaranteed rewards of enhancement cores and maybe prisms on the other hand would be nice for when you don’t get an exotic.
