Even on low there are all sorts of visual and ease of use improvements. Also, cranking settings down just makes the game more and more CPU bound, it's about finding optimal balance with GPU utilization and CPU time. Crank settings up (not lighting and shadows) and work your way up/down from there.

Going from 100% to 0% and gaining 10ish fps means its not working. If it was working, you would gain 50+fps if you know what resolutionscaling even does. That means you are playing at a VEEEEERY low resolution and the game should be blasting frames out.
I did that and it still crashed the same way (in inventory), found out there are some gpu driver versions that handle ark ac better than others, sometimes the recent one works, sometimes an older. This changes after almost each patch I guess. I recommend trying differend driver versions.
