How rare is the shrouded ghost.

Nothing currently available that you can get in the game is even remotely close to as rare as the shrouded ghost, and because it is random, no amount of grinding or effort will change that, which makes it special. It is also the hardest to kill, fastest and most aggressive of the megs. Shrouded Ghost is a very rare encounter, also other players might be cooperative or not. I don't think that's fair if someone can get progress in Safer Seas easily with 0 risk while players on the Higher Seas have a risk of failing to kill it.
